Management models and strategies for resilient road safety in the digital era to strengthen public policies

This research analyzes road safety in Venezuela from the perspective of Industry 4.0 and systemic resilience, aiming to identify management models and strategies capable of strengthening public policies in the digital age. Its theoretical framework integrates the principles of Industry 4.0 and Resilience Engineering, focusing on adaptation, anticipation, and data-driven decision-making. The study adopted a mixed-methods approach with a sequential exploratory design. The qualitative phase involved in-depth interviews, processed using Grounded Theory and specialized software. The quantitative phase utilized a questionnaire administered to officials from road agencies, whose data were analyzed using descriptive and inferential statistics. The findings reveal technological inertia: although 68% of the agencies possess digital infrastructure, only 12% use it for predictive analytics. Survival resilience also emerged, understood as the individual adaptation of citizens to institutional failures, along with a regulatory gap in the face of hyperconnectivity. It is concluded that Venezuela needs to move towards Agile and Digital Governance, supported by data interoperability and a National Road Safety Observatory, to reduce accidents with current scientific and technological evidence.
